LOCAL PLAN APPROVED — 300 HOUSES BEING BUILT AT DUNTON.

Basildon & Brentwood Borough Councils joint consultation – Dunton Garden Suburb ENDED as Brentwood Borough Council had not carried out comparable studies to Basildon Borough Council to determine it was a suitable location for development.

HOWEVER, BRENTWOOD COUNCIL MUST NOT BE ALLOWED TO BUILD ‘DUNTON HILLS GARDEN VILLAGE’ AND BASILDON COUNCIL MUST TAKE ACTION.
For reason please read under heading, ‘BASILDON: Council Tax INCREASE &/or REDUCED SERVICES’.

BASILDON: COUNCIL TAX INCREASE &/or REDUCED SERVICES
due to DUNTON HILLS GARDEN VILLAGE (BRENTWOODs DEVELOPMENT).

Residents of ALL areas from Southend to London and vice versa to suffer major inconvenience &/or increased Council Tax &/or reduced services etc., due to Brentwood’s proposed unethical development.

Please NOTE: NIMBYISM by the government and how Brentwood District gets preferential treatment, though 59% fewer people – 39% larger area than Basildon and 6th in country for greenbelt –but backs NEW TOWN at DUNTON.
What no-one likes is a play on words, waffle or misinformation to obtain a result that discriminates against the local residents of Basildon District.

Now is the time for action by BASILDON political parties and their leaders to act on ALL Residents behalf
Certain Brentwood councillors have stated & indicated, BASILDON COUNCIL, agree with their development or are worried that they have information to stop/HINDER Basildon’s Local Development Plan!

No development should even be considered at Dunton until professional report(s) fully resolves all issues, with ‘t’s crossed and ‘i’s dotted.

Understand Essex Wildlife Trust is also against DUNTON LOSS of GREENBELT, plus its Biodiversity by proposed development. Also English Heritage extremely concerned.

If Brentwood’s Development proceeds YOU  WILL HAVE: -

DUNTON NEW TOWN

BRENTWOOD COUNCIL expect site to be vehicle orientated, AS STATED IN REPORTS, leading to significant negative effects in terms of air quality.

CHILDREN expected to use Public Transport or be driven to schools, mainly in Laindon or Basildon (+Billericay & Wickford) with perhaps a few to Brentwood as advised by their planning department,  AS NO NEW SCHOOLS PLANNED before 2031.

(Up to population of 30,000 + 18,000 vehicles and gypsy/travellers pitches).

Referred to as DUNTON (Basildon) or DUNTON GARDEN SUBURB (Joint) or DUNTON HILLS GARDEN VILLAGE (Brentwood)(Greenbelt Site).
Also referred to as – West Basildon Urban Extension (Green Belt to the west of Laindon)

To build 3,500 to start with but then can increase substantially to 6,000 + New Homes, plus Gypsy & Traveller pitches, population of over 20,000 and around 12,000 vehicles.

Brentwood want to start with building 2,500 new homes, then further 1,000 which they are aiming to bring forward with more to follow as would still own open space in this development, plus Gypsy & Traveller pitches (Whatever they say can increase at anytime).

FACTS about DUNTON HILLS GARDEN VILLAGE & BRENTWOOD REPORTS
(Cute sounding name but is not a village but a New Town)

Described by one of their own conservative councillors as a ‘Garden City’.

Promoted by Brentwood Borough Council as they consider areas South of A127, DUNTON (60%)  AND WEST HORNDON (10%) Out of (Brentwood Districts) Area.

BRENTWOOD REPORTS

    The lack of full details by Brentwood Borough Councils in their reports appears to make them look incompetent or trying to hide information.

  • ROADS – A127 - Brentwood Planning advise this is Essex County Councils  (ECC) problem, as they only consider local roads! ECC aware now MAJOR TRAFFIC PROBLEMS and with the extra vehicles only increase pollution and traffic jams, GRIDLOCK!
    HAVERING COUNCIL (2015)
    Havering Council’s leader, Councillor Roger Ramsey, said: “A problem is the A127. It’s a very significant problem at Gallows Corner and is going to be exacerbated if you have got another 6,000 homes, a business park, an employment area and everything else adjacent to A127. Latter Business Park not refering to Dunton.
    It cannot be allowed to happen in my view, as the A127 is at times beyond capacity at the moment.”
    Therefore, burden will fall on all districts from Southend to Romford (Roads), as Brentwood only want to ensure Most New Homes and Gypsy/Travellers pitches are built where they consider OUT OF AREA.

EVEN THOUGH their reports it has become apparent that the best areas to build developments, with actual excellent AIR QUALITY, JOB OPPOTUNITIES, INFRASTRUCTURE and other superb features are at: –
(i) PILGRIMS HATCH (II) SHENFIELD (III) NORTH BRENTWOOD IV) GREENFIELD SITES North of A12 & (v) at least most Urban Areas
New Homes in these areas would be in great demand, keep families together and raise peoples expectations.

Basildon & Brentwood Borough Councils  PROPOSALS do not have full detailed information, does not deal with MAJOR PROBLEMS, VITAL INFORMATION MISSING and contain INACCURATE INFORMATION?

Dunton worst area in reports if accurate information used.

Brentwood (Boast 6th in the Country for Greenbelt) has many superior areas,  no great cost in developing, especially in the North of the District and North of A12 with excellent infrastructure, job opportunities, superb transport links (including Crossrail) and air quality, plus promote to attract new businesses until it
appears it comes to housing development.

The highest professional standards are expected from everyone concerned but perhaps expectations, especially from BRENTWOOD COUNCIL, are too high!

On page 11 point 6.2.7 — Totally Inaccurate Information – E.g. Option 4 – PILGRIMS HATCH should read ONE GOLD STAR for Air Quality alone as confirmed by Brentwood’s Chief Environmental Health Manager and other details also inaccurate.
Reports, therefore, cannot be trusted as like Brentwood Councils 2015 reports twist/manipulate actual facts as they have ulterior motive.

Appears BRENTWOOD COUNCIL have decided this is a FAIT ACCOMPLI, so do not have to supply information.

Advised by council in 2015 some Land/Property owners will make a great deal of money from this/these developments.

FINANCE/PROFITS

FINANCE Re Dunton Hills Garden Village
If this unethical development proceeds against Common Sense, REPORTS WITH ACTUAL REAL FACTS, Logical Objections, the inappropriate development of this Fenland proceeds due to political bias.

Council Tax:
Basildon Council (Planning Officer) advised in it takes on average 15 years before developments of this size actually cover yearly costs.
Therefore, expect increase in council tax over the preceeding years!
Profits:
Note:  Councils get an average £1,500 for 6 years for every NEW HOME, therefore, for every 1,000 built receive £1.5 million pounds (So Basildon (£3.75 million) and Brentwood Councils (£5.25 million) can expect well over £9,000,000 over the years.
Brentwood by building 3,500 homes + will profit by £5,250,000, grants and regular Council Taxes.  The burden falling on Basildon Coucil and its residents, their residents will use Basildons Infrastucture.
Advised by council in 2015 some Land/Property owners will make a great deal of money from this/these developments.

LOWER THAMES CROSSING
Are Basildon & Brentwood Borough Council’s in cahoots to build at DUNTON and going to use the new Lower Thames Crossing as an excuse?
Lower Thames Option 3 to be built as stated by
Highways England.

BrentwoodCouncil have indicated that when they saw Basildons proposal for this area realised could just dump on Basildon, which is why their reports are lacking information and facts.

    1. AIR QUALITY
      DUNTON needs proper monitoring by Diffusion Tubes: Last monitored in 2003.
      Cannot use ‘Comparitive Modelling’ as proven that Brentwood Council are economical with the truth.
    2. BIODIVERSITY, CLIMATE CHANGE MITIGATION & COMMUNITY and WELLBEING
      More information required besides: –
      i) There will not be
      a New Train Station.
      ii) Essex Wildlife Trust against DUNTON development due to Biodiversity  and English Heritage are extremely concerned regarding the adverse affects.
    3. ECONOMY and EMPLOYMENT
      Once again Brentwood Council economical with the truth with ‘CROSSRAIL’ at Brentwood and Shenfield stations.
    4. BRENTWOOD NEW HOMES & AREAS to be DEVELOPED
      BRENTWOOD OMIT GREENFIELD & OTHER SITES NORTH OF A12 for Developments from Plans.
      Best areas to build in Brentwood are PILGRIMS HATCH, SHENFIELD, NORTH BRENTWOOD and GREENBELT (North of A12)   & All Urban Areas
      where there would be great demand and enhance residents expectations!

One not only asks for, but demands that Councils/Councillors act in the best interest of ALL Residents.

FINALLY

PLEASE Read under heading, ‘BASILDON: Council Tax INCREASE &/or REDUCED SERVICES’ for more details.

The discrepancy between Basildon building 19,440 new homes and Brentwood only 5,500 is totally unfair, appears based on unfair rules/statistical information.

Basildon planning answer questions, whereas Brentwood planning direct you just to reports, whether or not they contain the information!

Taking Brentwood’s reports into account there is no other option than to find their proposed development is just politically motivated.

READ the HOME PAGE and you will see BRENTWOOD’s DECISION is POLITICALLY MOTIVATED.

FENLAND
+ Water/Soil contamination – as described in Brentwood’s report
Brentwood Borough Council describes this area as Fenland: Meaning a low and marshy or frequently flooded area of land/covered by shallow water which means most if not all the area is liable to flooding.
The cost to overcome water/soil contamination appears to mean this site is totally unviable, but then the councils can give permission without the necessary proper drainage and water installation facilities/works to be carried out.

IF A BUSINESS was PRESENTED with these reports, the people would be sent away to find out AND ENTER DETAILED facts.
THE REPORTS fall way short of what is expected and professional standard.

Brentwood Council planning refer you to reports whether or not they contain the relevant information as they do not like answering questions, because – no details included or information missing.

It has been ALLEGED that NEITHER BASILDON or BRENTWOOD BOROUGH COUNCIL’S can answer ALL points raised as they have, NOT GOT THE FACTS,
CONSIDERED and additionally in Brentwood’s case FALSIFIED/Manipulated INFORMATION!
