Full Council meeting AT 7PM on 22nd March 2018 at Basildon Sporting Village.

LOCAL PLAN APPROVED — 300 HOUSES TO BE BUILT AT DUNTON.

BASILDON: COUNCIL TAX INCREASE &/or REDUCED SERVICES
due to DUNTON HILLS GARDEN VILLAGE (BRENTWOODs DEVELOPMENT).

Please NOTE: NIMBYISM by the government and how Brentwood District gets preferential treatment, though 59% fewer people – 39% larger area than Basildon and 6th in country for greenbelt –but backs NEW TOWN at DUNTON.
What no-one likes is a play on words, waffle or misinformation to obtain a result that discriminates against the local residents of Basildon District.

BRENTWOOD Proposed NEW HOUSING DEVELOPMENT – DUNTON Hills Garden Village (DHGV)
3,500 NEW HOMES & Travellers pitches
Brentwood Reports prove DHGV unsuitable for development.

With further increases due to amount of land available considered as ‘OUTSIDE OF BRENTWOOD DISTRICT.

& DUNTON (under Basildon Control)
300 NEW HOMES

BASILDON COUNCIL

Obvious the council is not aware of the strength of feeling in the District, about Basildon Council not wishing to take any action over Brentwood’s plans for Dunton, Basildon Residents will have  increased council taxes to pay, year on year, besides all the severe problems this will cause.
Plus will severely adversely affect everyone who Travels between London and Southend by Road &/or Train.

No new real infrastructure is proposed by Brentwood and not likely for at least a decade, just to rely on Basildon’s.

DUNTON HILLS GARDEN VILLAGE (Brentwood Council)

They state Residents on their development to be vehicle orientated, knowing likely lead to significant negative effects in terms of air quality and also performs poorly in terms of objectives relating to climate change mitigation, economy and employment.

Really means Dunton will become a New Town with problems!
ALL financial benefits go to Brentwood Council.

Brentwood Council Know will cause Basildon Residents severe problems):

  • Basildon Council & Residents will bear the COSTS and the financial burden due to lack of or no real infrastructure, year on year, with increased council taxes accordingly and/or fewer services.

Schools:                          All places to be provided in Basildon District meanings either new Schools will be needed and places for existing schools difficult to select,
especially as no new schools intended before 2031 or much later, causing major problems..
Health Services:       Again to rely on Basildon District for Health Services: Laindon Health Centre is already at capacity so increase will only exacerbate existing problems, stops taking on patients.  Also increases demands on Basildon Hospital.
Roads:             Site to be vehicle orientated so more congestion and pollution will cause problems for all those from Southend to London.
Brentwood Council are aware of significant problems on A127 already e.g. Congestion/pollution.
Their proposal may well cause roads to be gridlocked A127 & Local Roads e.g. Dunton flyover) at times.
Causing problems for all those from Southend to London and vice versa.

Trains:                         To rely on Laindon and West Horndon Stations– C2C now has standing room only/no extra capacity, so again cause major problems this time for commuters.
Again those who get trains to travel between Southend and London & Vice Versa will be MORE LIKELY TO STAND, if can, EVEN BOARD THE TRAINS.

 Will likely flooding, soil & water CONTAMINATION indicated in their reports adversely affect Basildon Residents?
Brentwood refer to Dunton as Fenland so understand why reports state providing water features!

Their are other points but kept this to a minimum.

2 (TWO) ACTIONS BASILDON COUNCIL SHOULD BE TAKING TO STOP DUNTON HILLS GARDEN DEVELOPMENT (DHGV).

    1. Challenge Brentwood Councils Local Plan regarding DHGV &
    2. Basildon Council must go for a PRINCIPAL AREA BOUNDARY REVIEW. 

At present Basildon Council advised will not take any action and leave it to Residents to find out facts and present them to the planning inspectorate in due course but by then will will be too late!

Basildon Councils inaction appears to mean, what Brentwood Councillors have said about certain Basildon current leaders of the political parties is
accurate:
a) They agree with development, even knowing adversely effects ALL Basildon District Residents; Increased Council Tax, Reduction of Services and cause major problems.
b) Cause severe problems on Basildons infrastruture and ALL who travel by Road or Train to and from Southend to London via Basildon, Laindon or West Horndon.
c) Do not care that that due to a lack of evidence &/ or the alleged misinterpretation of evidence Brentwood arrive at a particular policy decision.
This is even though Basildon Council made aware that Brentwood Reports contain inaccurate information and if accurately amended would either stop or hinder the development proceeding.

Basildon Councils lack of action means informed judgements cannot be made and documentation made available to Basildon residents, to enable them to investigate the integrity of Brentwood Council which appears totally lacking (e.g. Councillors comments/Reports etc).
Brentwood council give the impression that they consider the result by the planning inspectorate a forgone conclusion, regarding DHGV even though unethical and poor site.

Advised by Basildon planning it takes about 15 years before a development pays for itself but in this case ALL monies go to Brentwood Council.

Also the infrastructure to be relied on is Basildon’s, as shown above, so Basildon District residents will be adversely affected.

1. Challenge Brentwood Councils Local Plan regarding DHGV:
As Brentwood reports are inaccurate, manipulated and prove site not suitable for development.

  1. COUNCIL must go for a PRINCIPAL AREA BOUNDARY REVIEW (PABR)

    To have Brentwood’s area, boundary A127 & A128 transferred to Basildon District but they have so far refused to act.

Council states 2 points must be looked at: -

– The need to secure effective convenient and effective local government;
– The need to reflect the identities and interests of local communities.

Basildon Council state the following, ‘A PABR would therefore in the Council’s view need to be based on actual existing development and communities, as opposed to possible future development and communities’ and
‘The appropriateness of a PABR may therefore be an issue for consideration in the future, but would be not be appropriate or relevant at this time’.
By then when ALL is too late.

The first part is obvious to ALL, ‘The need to secure effective convenient and effective local government’ and what is more LOCAL Basildon Council and its residents’.

The second part is again obvious to ALL, ‘The need to reflect the identities and interests of local communities’ as the local communities are in Basildon District and the ones that will be affected.

Applying a common sense approach it is obvious that as Brentwood Council have stated DUNTON is not considered in Brentwood’s District, therefore,
Basildon Council must act on residents, the local communities behalf immediately to have the area placed under its control.

 SUMMARY

Residents elect councillors to act on their behalf.

At present appears to bring into question the political parties and their leaders as to whether they are acting on ALL BASILDON Residents behalf!

Now is the time for action but one has to wonder if what has been stated & indicated by certain Brentwood councillors, THE COUNCIL, agree with their
development or are worried that they have information to stop your development at Dunton!

BASILDON Councillors knowingly forcing the following on Basildon Residents, if No Action taken: –
(a) Council Taxes of ALL will be increased &/or
(b) Services reduced for the upkeep of Brentwood’s Development which should not be allowed in the first place and finally
(c) Cause severe problems as listed
above.

The actions the council should be taking MUST be on the councils agenda.

Also committee(s) should be formed to deal with these matters by Basildon Council and residents be invited on to assist.
Thereby not allowing Brentwood Council deliberately dumping severe problems and costs on Basildon Residents permanently!

Ask Basildon Council to show that they are willing to act on ALL Basildon Residents behalf, before it becomes too late!
