Sustainability Appraisal (SA) of the Brentwood Local Plan (February 2016) by AECOM.

On page 10 point 6.2.7 — Totally Inaccurate Information – E.g. Option 4 – PILGRIMS HATCH should read ONE GOLD STAR for Air Quality alone as confirmed by Brentwood’s Chief Environmental Health Manager and other details inaccurate.
This Report therefore, cannot be trusted as like the Councils 2015 reports twist/manipulate actual facts as they have ulterior motive.

HOW CAN ANYONE GIVE COMMENTs ON PROPOSALS that do not have full details/content and VITAL INFORMATION MISSING and
how to overcome MAJOR PROBLEMS?  E.g. No Infrastructure etc.

BRENTWOOD COUNCIL have decided this is a FAIT ACCOMPLI

That is why one year on they have not got any infrastructure proposals. SO NO ONE CAN COMMENT!

BRENTWOOD BOROUGH COUNCIL’s Political Backdoor Approach as they consider South of A127 out of area.

EVEN THOUGH it has become apparent that the best areas to build developments, with actual excellent AIR QUALITY, INFRASTRUCTURE and other superb features are at: -
(i) PILGRIMS HATCH (II) SHENFIELD (III) NORTH BRENTWOOD IV) GREENFIELD SITES North of A12 & All Urban Areas
New Homes would be in great demand and raise peoples expectations.

Informed they have spent the year on reports and deciding where to build!
OBVIOUS where they want to dump 2,500 new homes, 45% of there total build of 5,500 new homes, see below: –

DUNTON NEW TOWN

BRENTWOOD COUNCILS Politically charged decision to build at DUNTON (as consider out of area),
ignoring best areas for development at Pilgrims Hatch 2,300 New Homes and Greenfield Sites North of A12 etc.

Referred to as DUNTON (Basildon) or DUNTON GARDEN SUBURB (joint) or DUNTON HILLS GARDEN VILLAGE (Brentwood)(Greenbelt Site).
Also referred to as – West Basildon Urban Extension (Green Belt to the west of Laindon) 

Are Basildon & Brentwood Borough Council’s in cahoots to build at DUNTON and going to use the new Lower Thames Crossing as an excuse?
Advised verbally by Planning supporting Lower Thames Option 3.

as consider Out of (Brentwood Districts) Area,
that is why NO INFRASTRUCTURE in plan.
As far as they are concerned
will not lose votes or councillors,
as less development in other Brentwood areas.
Conclusion totally Politically Biased Decision.
BRENTWOOD COUNCIL PLANNERS have advised
their Local development Plan
is a CONSULTATION of last year’s CONSULTATION!
Two Years on have no idea of Infrastructure
but will include in Master Plan.
So how can anyone comment on their plan without facts and relevant information?
Even though
Soil & Water contamination (Flooding)
extremely likely!
NO DETAILS HOW THEY WILL DEAL WITH MAJOR PROBLEMS!

• Councillor Barry Aspinell: (Also reported in Brentwood Gazette)
Liberal Democrat, leader of Brentwood Borough Council, ward Pilgrims Hatch:
Aware of the backlash of people living in West Horndon, who rejected the Tory candidate at the last borough election because of plans for 1,500 homes in the village is quoted as saying, “That is why we listened to the consultation, we realised a council seat was lost over that and we are not going down the same silly road.”
He also claims this development will have the least effect on Brentwood Residents.

• Councillor Philip Baker:
Brentwood First, Chair of Planning & Development Committee, ward Shenfield:
On BBC Essex stated People do not realise this area even belongs to Brentwood as is over the other side of the A128/A127.

• Councillor Philip Mynott:
Liberal Democrat, Vice-Chair Brentwood Planning and Development Committee, ward Brentwood North:

At meeting on March 12th 2015 at James Hornsby School, held by the action group RAID, tried to use scaremongering tactics to push development at Dunton,
indicating if not agreed Government would force through decision!
Others spoke on this point but did not try to intimidate anyone, just explain system.

Also indicated when learnt of Basildon’s proposal to build at Dunton, Brentwood Council jumped on Band Wagon!
Other councillors have implied/stated Dunton considered OUT OF (Brentwood Districts) AREA and will not lose councillors by making unpopular decisions.

NOTE: Brentwood’s report of January 2015, compiled that some is out of date, some misrepresented and some missing.
Also after being slammed by Basildon Council, Phil Baker – Chairman of planning at Brentwood, indicated they (Basildon Council) ‘misunderstand the purpose of our
(Brentwood’s) consultation at this stage’ then saying ‘further information is forthcoming’!

From the above and checking, it is becoming apparent that the information supplied  appears to be either OUT OF DATE/inaccurate/SELECTIVE/misrepresented by the council: e.g. Look under AIR POLLUTION and you will find that information relating PILGRIMS HATCH is the BEST of ALL areas after speaking to Brentwood Council’s ENVIRONMENTAL HEALTH MANAGER.

One has to ask was ALL information within the council supplied so could compare areas on the same basis!

NEW DEVELOPMENTS
BRENTWOOD OMIT GREENFIELD & OTHER SITES NORTH OF A12 for Developments from Plans
Brentwood Borough Council boast 6th in the Country for Greenbelt, with vast areas North of A12 and have an excellent infrastructure, until it comes to housing development.
It is apparent that not all areas of Brentwood District have been considered properly with accurate information so everyone will know the Pros and Cons, see the following: –

  • AREAS to be DEVELOPED
    Brentwood Council must produce an accurate report considering all areas of the district. .
  • It is concerning that the January 2015 report appears inaccurate, then appears there never will be one that people/residents can trust!
  • BEST AREAS
    Best areas to build are PILGRIMS HATCH, SHENFIELD, NORTH BRENTWOOD and GREENBELT (North of A12)

    Properties/developments in the above areas would be in great demand and raise everyones expectations.
  • GREENFIELD SITES & Should consider building: –
    Understand there would be no problem with water supplies and treatment works (which can be increased if required) in most of Brentwood’s vast Greenfield sites
    i) New junction on A12 near Pilgrims Hatch
    &/or
    ii) Build new roads from/near Pilgrims Hatch:
    (a) to join the M25 (perhaps either junction 27/28 Or new junction)
    &/or
    (b) Join A12 at Ingatestone/Margaretting
    Also consider Building housing developments along these route(s).
    iii) Roads North of A12 on Greenbelt
    (Where there are vast areas) – superb AIR QUALITY and well-being for ALL residents, joining in with other councils as required.
    iv) Consider the A113
    which joins the A414 and could join the M25, which it passes down towards M11, joining in with other councils as required.

Developments in the North of Brentwood would also benefit being near the M11, M25 & A414 (Chelmsford to Harlow M11).
PLEASE NOTE: A12 connects to M25, A414, A130 etc.

Have they done a feasibility study on this area and ALL of Brentwood Borough?
