BRENTWOOD COUNCIL

Updated 10th September 2018
(VISIT www.bebrief.org for details of DUNTON HILLS GARDEN VILLAGE – August 2018).

MAJOR POINT:
BRENTWOOD BOROUGH COUNCIL HAVE DELIBERATELY NOT COMPARED ALL SITES FOR DEVELOPMENT.
E.g. Leaving out superb Greenfield Sites North of A12, Blackmore etc.

DUNTON HILLS GARDEN VILLAGE – DHGV (really a New Town)

AREA UNFIT for development as worst area when their reports accurately amended.
(SEE PAGE under heading Brentwood Proposed Sites – 2015 + Missing Sites North of A12) as compares original proposals.

PLEASE NOTE: -
BRENTWOOD BOROUGH COUNCILs Reports cannot be trusted as the Council twist/manipulate actual facts as they have ulterior motive, political nimbyism.

UNDERSTAND THEIR MASTER PLAN HAS NOT BEEN UPDATED & will be difficult to understand/read.

See heading REPORTS for more DETAILS. BRENTWOOD BOROUGH COUNCIL still not updated accurately.

PLEASE NOTE:

TOPICs . DUNTON . ALL AREAS .
WATER & SOIL
CONTAMINATION
and FLOODING
Brentwood Borough Council
described land as Fenland
(Meaning a low and marshy or
frequently flooded area of
land/covered by shallow water)
Liable to flooding & Surface water
BRENTWOOD STATE WILL PROVIDE WATER FEATURES.
Basildon Borough Council
note the problems
The cost to overcome water/soil contamination
& flooding, appears to mean this site is totally unviable,
but then the councils can give permission
without the necessary proper drainage and
water installation facilities works
to be carried out.
Critical Drainage Area!

BRENTWOOD COUNCIL persist with issuing documentation with false information/not fully explaining how development will actually proceed.
But consider millions of pounds in income with infrastructure problems/costs, year on year, falling on ALL BASILDON DISTRICT RESIDENTS more important.

BRENTWOOD COUNCIL have decided this is a FAIT ACCOMPLI.

BRENTWOOD BOROUGH COUNCIL’s Political Backdoor Approach as they consider South of A127 out of area.

EVEN THOUGH it has become apparent that the best areas to build developments, with actual excellent AIR QUALITY, INFRASTRUCTURE and other superb features are at: -
(i) PILGRIMS HATCH (II) SHENFIELD (III) NORTH BRENTWOOD IV) GREENFIELD SITES North of A12 & All Urban Areas
New Homes would be in great demand and  is wanted by Brentwood Residents.

Brentwood want to dump 5,000 new homes, over 60% of there total build of 7,600 new homes on Basildon.

DUNTON NEW TOWN

BRENTWOOD COUNCILS Politically charged decision to build at DUNTON (as consider out of area),
ignoring best areas for development at Pilgrims Hatch 2,300 New Homes and Greenfield Sites North of A12 etc.

Referred to as DUNTON (Basildon) or DUNTON GARDEN SUBURB (joint) or DUNTON HILLS GARDEN VILLAGE (Brentwood)(Greenbelt Site).
Also referred to as – West Basildon Urban Extension (Green Belt to the west of Laindon)

Appearing Basildon & Brentwood Borough Council’s in cahoots to build at DUNTON and DHGV.

NOTE: Highways England to proceed with option 3 for New Lower Thames Crossing.

(SEE also HEADINGS – Basildon Council & Brentwood Proposed Sites)

and no comments how to overcome MAJOR PROBLEMS!
DWELLINGS
Understand from reports
& commentsthe following:
(i) Start with 2,500 New Homes
and Gypsy/Traveller pitches
(HOW MANY)?
(ii) Add further 1,000+ New Homes
+ Gypsy/Traveller pitches
(iii) As have more land
available
then increase development again.
Once proceeded with Council may well alter plans without consultation!
Aim to bring forward the 1,000 + new homes
meaning Total of 3,500 New Homes
(Over 46% of their allocation of 7,600 being built
in an area their reports describe as Fenland
and worst area to build when accurately amended).

HOW CAN ANYONE COMMENT

BRENTWOOD COUNCIL
Aim to proceed with development

as consider Out of (Brentwood Districts) Area,
that is why NO intended INFRASTRUCTURE in plan.
As far as they are concerned
will not lose votes or councillors,
as less development in other Brentwood areas.
Conclusion totally Politically Biased Decision.
BRENTWOOD COUNCIL PLANNERS have advised
their Local development Plan
now ready.
However, without all the facts and relevant information?
Even though
Soil & Water contamination (Flooding)
extremely likely!

Appears POLITICAL DECISION by
Brentwood Borough Council
NOTE – Councillors comments

• Councillor Barry Aspinell: (Also reported in Brentwood Gazette)
Liberal Democrat, leader of Brentwood Borough Council, ward Pilgrims Hatch:
Aware of the backlash of people living in West Horndon, who rejected the Tory candidate at the last borough election because of plans for 1,500 homes in the village is quoted as saying, “That is why we listened to the consultation, we realised a council seat was lost over that and we are not going down the same silly road.”
He also claims this development will have the least effect on Brentwood Residents.

• Councillor Philip Baker:
Brentwood First, Chair of Planning & Development Committee, ward Shenfield:
On BBC Essex stated People do not realise this area even belongs to Brentwood as is over the other side of the A128/A127.

• Councillor Philip Mynott:
Liberal Democrat, Vice-Chair Brentwood Planning and Development Committee, ward Brentwood North:

At meeting on March 12th 2015 at James Hornsby School, held by the action group RAID, tried to use scaremongering tactics to push development at Dunton,
indicating if not agreed Government would force through decision!
Others spoke on this point but did not try to intimidate anyone, just explain system.

Also indicated when learnt of Basildon’s proposal to build at Dunton, Brentwood Council jumped on Band Wagon!
Other councillors have implied/stated Dunton considered OUT OF (Brentwood Districts) AREA and will not lose councillors by making unpopular decisions.

NOTE: Brentwood’s reports contain some misrepresented and some missing information which may well stop/hinder their development.

One has to ask was ALL information within the council supplied so could compare areas on the same basis!

NEW DEVELOPMENTS
BRENTWOOD OMIT GREENFIELD & OTHER SITES NORTH OF A12 for Developments from Plans
Brentwood Borough Council boast 6th in the Country for Greenbelt, with vast areas North of A12 and have an excellent infrastructure, until it comes to housing development.
It is apparent that not all areas of Brentwood District have been considered properly with accurate information so everyone will know the Pros and Cons, see the following: –

  • AREAS to be DEVELOPED
Brentwood Council must produce an accurate report considering all areas of the district. .
  • It is concerning that the January 2015 report appears inaccurate, then appears there never will be one that people/residents can trust!
  • BEST AREAS
Best areas to build are PILGRIMS HATCH, SHENFIELD, NORTH BRENTWOOD and GREENBELT (North of A12)

Properties/developments in the above areas would be in great demand and raise everyones expectations.
  • GREENFIELD SITES & Should consider building: –
Understand there would be no problem with water supplies and treatment works (which can be increased if required) in most of Brentwood’s vast Greenfield sites
    i) New junction on A12 near Pilgrims Hatch
    &/or
ii) Build new roads from/near Pilgrims Hatch:
    (a) to join the M25 (perhaps either junction 27/28 Or new junction)
    &/or
    (b) Join A12 at Ingatestone/Margaretting
Also consider Building housing developments along these route(s).
iii) Roads North of A12 on Greenbelt
(Where there are vast areas) – superb AIR QUALITY and well-being for ALL residents, joining in with other councils as required.
    iv) Consider the A113
which joins the A414 and could join the M25, which it passes down towards M11, joining in with other councils as required.

Developments in the North of Brentwood would also benefit being near the M11, M25 & A414 (Chelmsford to Harlow M11).
PLEASE NOTE: A12 connects to M25, A414, A130 etc.

Have they done a feasibility study on this area and ALL of Brentwood Borough?
